Goat Mart is a listing platform, not a payment processor
Goat Mart operates as a classified listing and information venue under the Electronic Transactions Ordinance 2002 of the Islamic Republic of Pakistan. The platform publishes livestock and agricultural product listings created by independent users and provides communication tools — including in-app chat, shared phone numbers, WhatsApp contact and email — so buyers and sellers can find each other, evaluate listings and negotiate terms. Goat Mart does not process, collect, hold, release, guarantee or intermediate any payment between buyers and sellers at any stage of any transaction.
Every financial transaction — whether cash at the farm gate, a JazzCash or Easypaisa mobile wallet transfer, a bank IBFT or Raast payment, or any other method — is conducted entirely and directly between the buyer and the seller. Goat Mart has no visibility into, control over, or responsibility for any money that moves between users. The platform's role begins and ends with the listing, the communication tools, the verification badges and the informational resources such as calculators and breed guides.
Step 2
How a typical transaction works on Goat Mart
A seller creates a listing with photographs, breed, age, weight, health records and a price in PKR. A buyer discovers that listing through search, category browsing or the marketplace filters. The buyer contacts the seller using the in-app chat, the seller's shared WhatsApp number, phone number or email address displayed on the listing or seller profile. From that point forward, the buyer and seller negotiate price, agree payment terms, arrange inspection or farm visits, organise delivery or collection, and complete payment directly between themselves.
Goat Mart strongly recommends that both parties use the in-app chat to document agreed terms — price, payment method, delivery arrangement, inspection conditions and any return or refund agreement — in writing before any money changes hands. This written record in chat serves as evidence if a dispute arises later. However, buyers and sellers are also free to communicate through WhatsApp, phone calls, email or any other channel they prefer. The platform does not restrict communication methods.

What Goat Mart provides and what it does not
Goat Mart provides verified listings, identity verification (CNIC-backed seller badges), phone verification, animal measurement and health documentation tools, in-app chat with message history, breed encyclopaedias, weight estimators, market price intelligence, and community forums. These tools help users make informed decisions about whom to trust and what to pay. They do not replace the buyer's obligation to inspect the animal in person, verify documents independently, and satisfy themselves completely before sending any money.
Goat Mart does not provide payment processing, payment holding, payment guarantees, payment insurance, delivery guarantees, refund processing, or any form of financial intermediation between users. Under the Payment Systems and Electronic Fund Transfers Act 2007 and related State Bank of Pakistan payment-system rules, Goat Mart does not operate as an Electronic Money Institution (EMI), Payment System Operator (PSO), Payment Service Provider (PSP), or payment service provider of any kind. All financial risk in a buyer-seller transaction rests with the transacting parties under the Contract Act 1872 of Pakistan.

Protecting yourself in direct transactions
Because all payments happen directly between buyer and seller, both parties must take responsibility for their own financial safety. For buyers, this means inspecting the animal in person before paying, verifying the seller's identity through platform badges and independent checks, and agreeing all terms in writing via chat before sending any money. For sellers, this means confirming receipt of payment through your own bank, wallet or cash count before handing over the animal.
Under the Pakistan Penal Code 1860, misrepresentation of goods (including livestock breed, age, weight, health status or ownership) constitutes fraud and is punishable under Sections 415–420. Buyers who are defrauded by a seller should report the matter to their local police station and file a complaint under applicable criminal law. Goat Mart will cooperate with law enforcement requests for user information in accordance with the Prevention of Electronic Crimes Act 2016 (PECA) and applicable court orders.

Step 5
Disputes between buyers and sellers
Because Goat Mart does not process payments, the platform cannot freeze, reverse, hold or recover any money transferred directly between users. If a buyer and seller disagree about the condition of an animal, the accuracy of a listing, or the terms of their transaction, they should first attempt to resolve the matter directly between themselves using the written evidence from their chat history, payment receipts and handover photographs.
If direct resolution fails, the aggrieved party has legal remedies available under Pakistani law. Civil disputes over goods and payment fall under the Contract Act 1872 and can be pursued through the civil courts. Fraud, misrepresentation and cheating are criminal offences under the Pakistan Penal Code 1860 (Sections 415–420) and can be reported to the local police. Consumer complaints can be lodged with the relevant provincial Consumer Court under the Punjab Consumer Protection Act 2005, Sindh Consumer Protection Act 2014, Khyber Pakhtunkhwa Consumer Protection Act 1997, or Balochistan Consumer Protection Act 2003, as applicable. Goat Mart can take platform-level action — including warnings, listing removal, badge revocation and permanent account suspension — against users who are reported for fraud, misrepresentation or prohibited conduct, but the platform cannot adjudicate financial disputes or order refunds between users.
